Handcuffed man jumps into Zumbro River; officers help pull him out

A man was in handcuffs when he tried to escape police custody by jumping into the freezing Zumbro River just after bar close Saturday morning.

Jesse Butlin, 23, of Racine, was arrested around 2:10 on the second floor of the parking ramp behind the Holiday Inn in downtown Rochester. Authorities say he had been fighting with another man, identified as Saul Luna Jr., 29, of Rochester.

Officers separated and handcuffed both men, says the police report.

A short time later, some other individuals nearby began to shout at each other. Fearing a brawl, the two officers decided to get involved and try to break up the fight. According to the report, they left Butlin and Luna behind in handcuffs.

 
 

Butlin then jumped off the second floor of the ramp onto the ground and ran away before jumping over the railing and into the water.

One officer yelled at Butlin to get out of the river "before you die."

Butlin waded over to the shore where officers were waiting for him. They helped him out of the water and took him back to the garage to dry off, says the report.

He was then transported to St. Marys Hospital as a precaution. He will likely face charges for fleeing police. A mugshot was not immediately available.
