The incident happened around 6:40 p.m. in the 100 block of East Center Street. The woman told police she got out of her vehicle and noticed a man sitting on the bench.

The man, identified as 49-year-old David Loethen, proceeded to take off his pants and underwear, according to a police report. The woman and her friend began yelling at Loethen to put his clothes back on.

A man who was inside a nearby building came down to confront the naked man. However, Loethen refused to cooperate and began shouting, police said.

Officers eventually showed up and took Loethen into custody. He was cited for disorderly conduct, indecent exposure and trespassing, all misdemeanors.
