Police: Man busted with grow operation had problems with his neighbors

A Rochester man was arrested Saturday morning after a confrontation with a neighbor led to the discovery of a grow operation in his home.

Police were called to the 1400 block of Damon Court SE around 9 a.m. to investigate a restraining order violation. Philip Mattice, 37, was taken into custody for allegedly harassing a neighbor.

When officers entered Mattice's home, they found evidence of a marijuana grow operation. They later obtained a search warrant and dismantled the operation, with the help of the Rochester Fire Department.

Authorities say Mattice had been involved in several "ongoing issues" in the neighborhood. 

According to court records, he was convicted of 2nd-degree manslaughter in 1996 while living in St. Paul. More recent convictions are for disorderly conduct and drug possession.
